Property Information (Area and Age) for Individual Payers

Important Announcement

  1. Only English and Traditional Chinese characters are stored in the computer systems of the Rating and Valuation Department (RVD). The output format can therefore only be displayed in English and Traditional Chinese characters at present. As Simplified Chinese characters are not currently available, the language options for the search functions and ordered property records are restricted to English and Traditional Chinese characters only.
  2. The Property Information Online (PIO) provides the up-to-date property records of the RVD. Such information is extracted from the RVD's property database which is primarily set up for rates and Government rent purposes. A maximum wall thickness of 230 mm is adopted in calculating the saleable area of a residential property. Following the Government's announcement on 10 October 2008 to standardise the definition of "saleable area" for residential properties, the PIO provides information on saleable area measured on full wall thickness for those residential properties with occupation permits issued on or after 10 October 2008. Users of such information should obtain independent professional advice if necessary.
  3. This online service is provided for individual rates or Government rent payers of domestic properties (excluding village type houses) to enquire about the saleable area and age of their property free of charge.

The information provided by the Rating and Valuation Department (“the RVD”) on the Property Information Online (“the PIO”) is for reference only. Whilst the RVD endeavours to ensure the information on the PIO accurate and up-to-date, no express or implied warranty is given by the RVD as to the accuracy of the information.

The RVD has attempted to provide aligned address records of both the RVD and the Land Registry (“the LR”) to facilitate the searching functions of the PIO. The role of the LR is confined to the provision of the required data to the RVD for the alignment exercise only. The aligned address records should be used for general reference only.

The PIO may provide or assist in providing links to the GeoInfo Map of the Lands Department to identify the location of the relevant address selected by users. This is entirely an extra free service provided to users with a view to facilitating search. No express or implied warranty, is given by the RVD that the information from the external sources, the use of any such information by the RVD and the matching procedure are free from any error or omission. Users should check carefully against all other sources of information to ensure that the address information is the one that he/she wants.

Users who link from the PIO website to sites provided by other organisations should also be aware that the information on those sites has been compiled and issued by those organisations. The Government of the Hong Kong Special Administrative Region ("the Government") does not accept any responsibilities for the contents of any site to which a hypertext link from this website exists and shall not be liable for any loss or damage whatsoever arising from or related to its use or the misuse, reliance on the information given, or inability to use it.

The RVD is entitled to delete, suspend or edit all information on this website at any time at its absolute discretion without giving any reason. Users are responsible for making their own assessments of all information contained in or in connection with this website and are advised to verify such information by making reference to its original publication and obtain independent professional advice before acting on it.

The Government does not guarantee that any messages sent over the Internet will be completely secure. Communications over the Internet may be subject to interruption, delayed transmission due to the Internet traffic or incorrect data transmission due to the public nature of the Internet or otherwise. The Government does not accept responsibilities for any loss or damage incurred by a user if he sends a message to the PIO, or if the PIO generates a message to the user at his request, over the Internet.

TERMS AND CONDITIONS

 

Services to be Provided by PIO

 

1.
User may have access to the online services provided by the Rating and Valuation Department’s Property Information Online (“the PIO”) system through the Internet.  Subject to various payments mentioned hereunder, the following PIO services will be available to the user which enable him –

 

1.1
to obtain the information by email / by fax or by downloading the required file through the Internet; and
1.2
to have other types of services from time to time announced by the Rating and Valuation Department (“the RVD”).

 

Different classes of products and services may be restricted to different classes of users at the absolute discretion of the RVD.

 

 2.User needs to gain access to the PIO through an Internet service provider, and he shall at his own cost make arrangements with the Internet or other telecommunication service provider for the connection and disconnection of such access to the PIO.

 

 3.Fees and charges payable on various types of services provided by the PIO shall be at such rates from time to time published by the RVD at the websites at https://www.rvd.gov.hk and at https://www.rvdpi.gov.hk.  All fees and charges are subject to change without prior notice.

 

 4.Public user can make online payment using Credit Cards, PPS, Apple Pay or Google Pay.  All fees and charges chargeable to any product or service of the PIO are in Hong Kong currency unless otherwise stated or shown.  All transactions relating to the PIO shall be made in Hong Kong currency.

 

Non-refund Policy

 

 5.The RVD adopts a general policy that all fees and charges paid by a user for any product or service provided under PIO are non-refundable.  Remedy is restricted to a replacement of the product or service only.

 

Restriction on Use of Product and Service Provided

 

 6.Unless express permission or licence is given in writing by the RVD, the RVD always retains its proprietary interest and copyright in the programming work or documentation of any product or service provided by the PIO.  All products and services obtained by the user from the PIO shall not be used for any purposes other than the user's own use. 

 

 7.User shall not use the PIO or any product or service obtained thereunder for any activity which is unlawful or illegal, or which is objectionable as determined by the RVD absolutely.  In particular, they shall not be used for any activity or purpose in violation of any provisions of the Personal Data (Privacy) Ordinance (Cap.486) or the Copyright Ordinance (Cap.528).

 

Exemption Clause

 

 8.
To the extent permitted by law, the RVD shall not be responsible to the user or any third party for any loss, destruction or damage, whatsoever and howsoever, arising out of or in connection with his access to the PIO.  Without limiting the generality of the foregoing statement, the RVD shall not be responsible for any loss, destruction or damage arising out of or in connection with the following:-

 

8.1
any breakdown, suspension, non-function, mal-function, or any other fault or interruption of operation of the PIO and its connected system, network, equipment or device;
8.2
any suspension or delay in execution of any order or provision of any service under the PIO;
8.3
any loss, destruction or damage caused to the hardware or software of the user’s network, computer, modem, telephone system, equipment or other device as a result of the user’s access to the PIO; and
8.4
any loss, destruction or damage caused by applying the provided information for any purposes other than rates and Government rent assessments.

 

 9.The RVD gives no warranty that any product or service ordered by the user shall be delivered in time or on time for any specific purpose or purposes of his need.

 

10.The PIO is an electronic information system with connection to various networks provided by third parties.  The RVD shall be under no obligation to assist any user to trace or locate the source of any of his complaint or alleged problem relating to the design or operation of the hardware or software of the PIO and its connection system, network, equipment and device, nor shall the user be entitled to check or inspect any of them of such or other purposes (including any litigation purposes connecting with it).

 

Notification of Change of Terms and Conditions

 

11.If the RVD proposes any change to these Terms and Conditions, the RVD shall give notice on the PIO homepage not less than 7 days’ notice to such effect.  The user who continues access to the PIO and makes order for any product or service after the expiry of such notice shall be deemed to have accepted such change by conduct and so bound by it.

 

Applicable Language

 

12.All negotiation or processing of orders or transactions under the PIO will be conducted in a medium of English or Chinese or both, and all data, characters, symbols or signals of any foreign languages entered or transmitted into the PIO may be read and interpreted on that basis.

 

13.Unless the context otherwise requires, words and expressions importing masculine gender shall be interpreted as including neuter or feminine gender and vice versa; and words and expressions in the singular shall include the plural and vice versa.
